@CDJB I remember something similar not too long ago: What is Stack Exchange doing to fundamentally fix the recent and ongoing chat disruption through serial starring of messages?

However, in this specific case I tried a few other rooms to see whether this appears elsewhere - but I did not find any. (Admittedly, I did not go through many rooms.)
