Is it possible to 'contact' a user of the site if they've never come to chat? (i.e. their name doesn't show up when typing @ in chat). Purpose: wanted to ask about a pattern of edit approvals that seem they should have been rejected

Two old question just got exactly the same answer (wordpress.stackexchange.com/questions/139154/…, wordpress.stackexchange.com/questions/59585/…). There's no real reason to flag them, but I still find this behaviour annoying. What to do?

Actually, he has posted that answers thrice. I've deleted two instances and explained the problem to the user.
