they're not that polite
especially not to foreigners
 
It's kind of annoying at time - you go to a road, and a car will stop half-way down the road to let you cross. It'd just be faster if they went past and you walked behind them, but I regularly have cars coming to a halt and trying to wave me past :)
and the other day a car was trying to creep around the corner and ended up on the pedestrian crossing. Which meant I had to walk around the back of him. I got to the other side, he rolled down his window and apologise for blocking me :)

You can then evaluate the quality yourself, or look for reviews elsewhere.
