i need to solve this as soon as possible as much pressure from client......
as they want to give coupons for valentines day
mostly i guess this will not be there as its working for old customers
may be our custom code only is the reason for this , i guess......

that's why I ask you install one new setup and check that issue is in native magento or not
if you go through your code definitly it will take time, so better check this issue in native/default magento
or you can disable one by one module and check this issue coming or not
