Not an answer, but: (1) Why should the subway (a place anyone can get into for a fee but which belongs to some public or semipublic entity) be different from a synagogue (a place anyone can get into free but which belongs to a nonprofit)? (2) (a) Is it really a "makom kavua" if it moves? (b) Perhaps if he sits two seats forward of his usual spot, he'll be in the same makom (but a moment earlier). — msh210 ♦ 2 days ago
-- that the asker was using the interior floor of the subway car as a frame of reference, and I was commenting that that that might not be appropriate: maybe we should use Earth map coordinates (or similar) as a frame of reference. If we do the latter, then sitting two seats forward from where he usually does will put him in the same makom he's usually in (albeit a moment earlier).
@msh210 And a {welcoming comment}er who wants to point to one or the other of those (which of course wouldn't be necessary, but if he wanted to then he) would check the user's profile for activity on other sites in order to determine Meta post to link to.

CalebI did. (With some suggestions from bruised reed.) All of the "Elisha" accounts are chat bots that post the output of RSS feeds from various sites.
