Q: Can mods/CM's prevent questions from being protected?

MithrandirFor instance, this Puzzling sandbox has been protected and unprotected 3 times so far. And according to chat, the PPCG sandbox has also had this problem. Is there a way for a mod or a CM to prevent a question from being protected?

@Mithrandir Yeah, I didn't pay proper attention to the dates, also, it somehow was still protected a few times after turning it off.

It seems reasonable to ask that a user answer at least one question and get one upvote before asking a riddle.

That's a pretty low bar to clear. Most bad guesses on riddles get at least 1 upvote somewhere down the line.
