@patrix @bmike i have updated my iPhone to iOS 8.1.3 but still nothing work. I have updated my question with one trick that work always. But its not working for long time. Please help me for where is the issue.

99% it is related to the software not hardware. Because if it is related to hardware, it will not work even for once.

@iDroidExplorer Not really, sorry. But the SIM card may be broken (this does happen, had it with one of our phones once), so getting a replacement card from the carrier (or trying with one from a friend) might be an option.

@patrix i have already try with all sim card that are working in another mobile. But its only not working in my iPhone 4S.

@JeffreyLin Try running uicache over SSH as mobile (not root), then respringing.
