The "Email the ISP when the Internet is down" question.
As posted, the question is unanswerable.
However, the solution to the problem presented involves some hardware integration that are specific to the Raspberry Pi (providing an alternate means of access to the internet, such as a cellular modem).
And since this is a new user, we should all make a better effort of extending the "Be Nice" policy to him or her, rather than just closing the question without providing a direction for where to find a solution.
I don't have the rep to nominate the question for re-opening, and my edits to try to bring the question within scope were reverted.
How do we get this user on track to finding a solution to their problem?
@tlhIngan That question, unfortunately, is not a viable question, amounting to 'how do I use the internet with no internet connection?'. That was very civilly pointed out in the comments section. Since then, the asking user hasn't made any further revisions that would make it any clearer, or added any new information.
The appropriate place to provide guidance is in the comments section. If advice given there isn't acted upon there's not an awful lot to be done about it.
