Q: Why isn't the book-recommendations tag a synonym for reference-request?

A.P.I recently noticed the book-recommendations tag and I've been wondering why it isn't a synonym for the reference-request tag. All I could find here on Meta is that it used to be so, but I couldn't find a reason for this. Furthermore, I see that books and textbooks are both synonyms for reference...
