I think that nails it. I was looking for a discussion on the topic, and this did it. We could also take into account people's natural or learned aptitude in varous areas of potential study. Agreed. Sorry for not being clear.
Avoid speaking only of deletion. For example unreferenced answers which have no other problems are not deleted outright. They need to get a banner, comment etc.
Also: what we want, if possible is to salvage answers and undelete them.

@ChrisW finally you have to consider that there are a number of different moderation actions that can happen on similar cases (e.g. voting, flagging, deletion, commenting, banners etc). Very very rarely we flat-out delete posts (spam, gibberish, super low quality stuff, comments as answers). So it's a bit misleading to say that some answers get deleted: typically they go to a process that hopefully involves a number of different actors.
In other words, the question should be about which are problematic answers and how to handle them, not when to delete them.
Also, the format you propose here is probably not correct for an index page.

@Sklivvz You put the motorized bicycle question on hold, claming that it's "currently under investigation". Apparently it has been investigated: is this article a sufficient reference, for an answer which says that it has been officially investigated?
There are multiple reports of the same investigation.

I don't understand how that shows it's answerable with anything more than speculation. There's a suspicion and an investigation. Once the results come out it will be answerable.
Right now? It seems to me everyone is taking it with a bit of salt.
