What type of game do we want? Genre, balance of story vs battle tactics, overall feel, that sort of thing.
My experience is with FRPs -- AD&D, D&D 3.0 & 3.5, RuneQuest!, stuff like that.
Oh, we should think about whether people with different amounts of time can participate, and how much is synchronous vs async (because timezones). I don't have a lot of time but if there were something I could have a lesser or occasional role in, that'd be cool.
I generally prefer fantasy, if I were going to vote I would say 5e makes the most sense for this effort...we have people with experience and the books, and the system is fairly simple when compared to say pathfinder
Also, online is different -- should think about how that works. That probably drives toward higher-level stuff -- story, strategy, arc -- versus "and in round 14 I swing at the bugbear and...".
I consider system to be secondary to the stuff I said about genre/style/approach. AFAIK, anything free and not massively complex should work well for a variety of backgrounds.

Lines are "events/themes I don't want the game to go anywhere near" and veils are "I'm okay with the game having this stuff, but only in an offscreen way."
but saying I'd enjoy a Politics and Investigation story is different to saying I don't care about the themes but I'd like to touch upon subjects of racial discrimination
could also be done... like the "challenges" we have on Worldbuilding, one could think of saying this fortnight is DnD 5, here are the rules... and people may come up with ideas, and everyone is responsible to build a level N character on his own
well this is why my vote (if it were to come down to it) would be the RPG-con-like thing that the DM comes up with a story and some pre-built characters
no need to agree on anything before hand
the DM is free to impose the system
but it would be preferable to choose that system between a given list
I think what's been proposed could work well. Pre-builts are not normally my thing, so I might sit out, but it's a good idea. I'm just popping on briefly at work, so I'll look over things more later.
Here is a doodle to help us schedule stuff. It should automatically correct the times to your proper time zone based on your IP address and it should facilitate the formation of groups with their respective GMs.

yeah -- I'd be interested to see what'd happen if I pushed DW to its limits (it sounds like it could run the "elf in a railyard" oneshot that I ran with Nyoze in chat, but that's a very unusual scenario, and not something I'd be totally comfortable running for a group)
but that comes later
I think I could lend the 5e campaign world I'm working on to such an effort, although I'd need to get a bunch of stuff typed up as it's all handwritten scribbles atm
