The purpose of the chat was to discus the points in my answer and make sure they are clear.
I am asserting that the rules state that this is off topic (or out of scope). The only counter you have provided is that the rules are not enforced.
Unless you have another argument, nothing has been refuted, only ignored.
Since meta is about addressing issues (among other things) and the lack of adherence to the rules is an issue, I am leaving my answer as it is.

As much as we programmers would like to have hard and fast rules for everything, that's not how the world works. For every convention, there are exceptions, and we all have to make our own decisions about what actions we think benefit the site.
