This format in Jastrow is explained in the preface to the dictionary. For an introductory distinction between Hebrew and Aramaic verb usage and binyanim I would direct you to Grammar For Gemara by Yitzhak Frank.

@YaacovDeane first of all, what you just wrote is not at all what you wrote in your answer
If you could back up your claims and put them in your answer it would make your answer much better
As it stands now, the answer is very weak
And the negative votes on it support me on this
All your answer says is this is a Pi'el verb form
Which is not actually the case by your own admission
I am not going to continue to discuss this
It's up to you whether you want to edit the answer to improve it

@Daniel I was just investigating the distinction between the chirik and the tzerei as found in Sefer HaNikud by Rabbi Yosef Gikatilla. What he is explaining supports exactly what I have been saying. In the name form, which uses tzerei, it is addressing the angel of the morning star as it was originally. The tzerei is an indication of the higher level corresponding with the sefirot of chochmah and binah. The more commonly used format of chirik is in his words, "עולם התחתון הנקרא ארץ".

Your answer says the following:
According to Jastrow on page 366 in the following link it is the Pi'el Binyan of the verb form hollal. Hollal (הלל) means to praise as found on page 373. The sources indicating usage are listed there.
You don't even talk about a name form
If you have valid things to say, you should put them in your answer
Don't just write them in an obscure chat room
You say it's the Pi'el form of h.l.l. That's not true and you don't even seem to think it's true yourself
 
@Daniel that is because the original question was asking how the word הילל from the name הילל בן שחר in Isaiah was to be understood. It is to understood as praise. Why "praise" is relevant to the planet Venus is because of its nature of being the first light of the dawn. It runs to praise the Creator before the sunrise.
@Daniel when you or the web site grabbed my comment, I was responding to your initial question. Like You can see above, the first several comments between us introduced the additional information. But because you or the site moved it to this private discussion, it removed this from the context of the original forum question. Everyone loses because it was edited out. If you check back now you will see the direction of that question has departed completely from the accurate meaning.

@YaacovDeane fine but you haven't shown that the word means praise. You quoted Jastrow which wasn't even discussing the word in question
And my point about votes isn't that they should be taken as having any value on their own. They should be taken as a measure of how helpful the answer is. So an answer with a negative score can be understood to be unhelpful
You can edit your answer to make it more helpful, though
I encourage you to do so because you have mentioned some interesting things in the chat
And your answer had none of that interesting information in it
