@Gilles The first time I had to review this question, it had already an answer, but I was unsure because the question asked "color video compress better" and the answer was that a black and white image has a worse compression ratio because human eye is more sensitive to luminance change than to chrominance. So I avoided voting the first time around. When the system asked me the second time (a day later), I still remembered my slight annoyance...
I think my vote was misguided, because applied questions will always be less clear than theoretical questions, even if after you know the answer, it seems that they could have been asked more clear and focused in the first place.

One additional thought why I was intially annoyed that the answer turned out to refer to a "worse compression ratio". If we talk about the compression ratio, then the format in which the video was initially stored becomes important. But even a black and white video could have initially been stored in a format with (uncompressed) color information, so this just added another implicit assumption to the question.

Another thought is that practical question might always tend to contain "too much detail or context" that is only relevant for the asker of the question. Contrary to theoretical questions, where it makes sense to focus on the underlying question and abstract away all unnecessary details (which would make the question "too localized"), such detail and implicit context forms an integral part (and part of the difficulty and reason why the questions arise) of practical questions.

questions with a "wrong premise" are annoying but think it shouldnt disqualify them. answers can correct hidden bias/ premises. a/ the definitive/ authoritative answer might be "no, that is incorrect because ..." or "that only holds when..." ie has anyone heard of snopes.com? actually an excellent resource relied on by many & cited all over SE. am ok with significant votes on a question to "correct a common misconception or urban legend" etc.
look, snopes has a section on "computers" & a tiny 1-item subsection on programming. :|
