Is there some culture that particularly likes hyphens? Clearly the author's native language is not English.

yep, very convenient for editing all kinds of text.
 
I think this guy must have read something somewhere saying that more hyphens were better. It's a weird stylistic quirk.
 
@derobert Oh, I was using one of those things, but with emacs.
Though it wasn't terribly reliable. And I seem to have lost it at some point.
 
It's All Text has worked fine for me for years.
There isn't one for Chrome AFAIK because the security model doesn't permit it
