Q: Why Android do not implement comma as decimal separator?

@DouglasJunior I'm confused by this question. I'm not sure why you would expect a community of end users to have more information than SO about Android API design decisions. Most people on this site don't even know what the inputType is.
I'm not sure what kind of answer you're looking for.
 
Sorry about that. I found here questions about "how to root", or "how to change the android distribution", so I thought my question would be relevant too.
My question is about how Android works the user's locale, not specifically how it is implemented. About development I have asked on stackoverflow.
