Let me tell you a little bit about what I try to do before retagging:
1. I look at the front page, especially the top 10-30 questions (since most people don't scroll so far down). If many of the questions in there are old already (either because I bumped them, or someone else did), I wait for another time to retag
2. I try not to retag more than 5 or 6 old questions at one time. (Though sometimes I lose track and do 7 or 8, but I try not to :)). That way, the front page isn't flooded
Of course, none of this applies to editing new questions, or other posts that are already bumped
I think from the votes on the answers to the meta question you asked, it seems like the community does care what the front page looks like.
That's what this is about - there are no hard rules on the official rate at which to retag. The idea is to look at the front page, and see how "stale" the content at the top is

At times that are more active, with many new questions being posted, then I can do more retags without being disruptive. At slow times, when there isn't much activity, I retag less so as to keep the "staleness" ratio of the front page low

@ff524 I see. I do about 8 - 12 edits per day.
Even if I am not finished with the tag I am editing and working on.
 
It's not necessarily about a target number per day, but about what the impact is. 12 edits all at one time is disruptive. But 6 edits in the morning, wait a while for new questions and answers to be posted, 6 edits in the evening is much less disruptive

Unless it's a slow day with only one or two new questions, in which even 6 in the morning and 6 in the evening would be disruptive
 
I am very well - still pleasantly surprised by how my question went - it is 57+/1-
 
So, there are no hard limits. Just use your judgment and try to make sure that the top 10-30 of the Active Questions list have a good number of new questions and answers in them
 
It is a good idea to do edits three times per day... each 5 or 6 questions... and taking care of the top 20 questions as you described.
 
I probably should do some editing etc

@EnthusiasticStudent The retagging is really helpful, especially now that it's focused on one tag at a time. Keep it up :) just pay attention to the impact on other users
