So I see multiple foreign language SOs that have been proposed and closed recently with @TimPost saying that the resources are unavailable. This isn't covered in the FAQ, and there's no meta.area51 to ask about this.

So what language-specific SOs could be opened? It's obviously not outside of the question with the Russian and Japanese sites being quite healthy. What resources would be necessary (that aren't available presently) to do so?
