@Sue I read your comment on Charlie's answer to the cat question, and I am thinking about posting a meta question on the issue you raised. Would you be OK with that? In my opinion, there valid arguments on both sides of the issue, and types of questions in which quoting directly is better than paraphrasing and vice versa.

If you want to wait, that's fine too. I think we at TGO, including me, step out of the "SE Rules Box" quite a bit, and I end up being confused about how to handle that. Your idea is a good one, though, because those pros and cons things would be better addressed in meta. It would also help future users. One of the many things I like about this site is the active meta. Some places don't have meta questions for months at a time!
