@Mr.Wizard I was going to reply to you answer, but I ran into more difficulties. Now I don't know where to put the code, without making things even more messy.
Can you explain the difference between
Unprotect@Graph
With[
{uq = Unique[]},

uq = False;
expr : Graph[___] /; (uq = ! uq) := (Print[Unevaluated@expr]; expr)
]

ue = UndirectedEdge;
Graph[{ue[1, 2], ue[2, 3]}]
(*prints*)

and

Unprotect@Times
(*Clear@Plot*)
With[
{uq = Unique[]},

uq = False;
expr : Times[___] /; (uq = ! uq) := (Print[Unevaluated@expr]; expr)
]

Times[2, 3]
(*does not print*)

?
My point was going to be that Villegas-Gayley also doesn't work nicely for nested functions. Because I could not make an example will Times work I will have to think of something else

@Rojo Command (Ctrl) + / will comment the selection, but it doesn't insert a pair by itself. As a shortcut, you can do Space + Command + /

@rm-rf @Rojo If you press Alt + / (or Cmd + /) after you typed something, then it seems Mathematica comments out the preceding expression.

@halirutan That is correct, which is why I suggested Space + Command + /, which works on a new line :)
 
Thanks people. I'm not convinced anyway. I don't particularly like that when I am adding comments to code that is already there, I have to temporarily comment the whole thing
So I hoped it worked in "used" cells. Furthermore, beginning with the selected (* *) isn't the same as having the crusor in the middle
