Here are the votes from the review queue: math.stackexchange.com/review/reopen/263924
The quesion which was closed has 3 reopen votes at the moment.
If two users vote to reopen, we will end up with both duplicate questions open.
The dog question has 4 close votes at the moment. I suppose that the SE system does not allow to cast the fifth one, if that would result in two questions closed as duplicates of each other.
