@Rеnаud That's exactly what I thought! Saw someone complain that a non-moving (!) strap of a frame bag ate through paint on a CF frame in days. A strap like this would be worse
Funny thing is, this strap on this particular handlebar bag isn't even intended to be used this way

@Erlkoenig I have this small Deuter Energy frame bag on the cyclocross which has straps around the steerer tube spacers. After years and years of rubbing the black anodization layer on the stem and spacers is slowly wearing away cdn.road.cc/sites/default/files/styles/main_width/public/…
so it probably takes some time

@Michael But that's aluminum, probably way more robust. And the bag doesn't move

@Erlkoenig but the steerer tube moves, so same thing
I’d guess that high quality powder coat can be just as abrasion resistant as anodized aluminium. At least on the cyclocross it’s really awesome how well the paint holds up and how thick it is.

@Erlkoenig The funbike has hydroformed aluminium tubes, with angles. In the early days, I put a small framebag for the tools, tube & co. Paint is gone in the angles at the location of the straps. So it's not only carbon.
