depends on the kind of flag
in the instance of dupe flags, naa flags, etc - an actual action has to be taken for the flag to be validated

in the instance of offensive/spam, the system just needs enough flags and then it will automatically action them
if you "invalidate" a flag, I think that's instant

init.d is the sys v style init system. Its what everyone used to use. Upstart is the replacement ubuntu uses, and is backward compatible. fedora and arch amongst others use systemd, which is an incompatible replacement init system with both
and stores logs as binary files
