@WYSIWYG Note that that is not SO policy. That's just classic SO snobs. With a site of that size, your experience is very random. It depends on who happens to see your question and in what mood they happen to be in. I've seen similar questions treated well and answered.

because in stackoverflow, to even ask a question one has to know something about programming. Even then sometimes they are harsh. For example I made a typo in a fortran script and was breaking my head over the compiler error. I thought there is something wrong with how I have written the code (I am new to fortran). Seems it was just a typo. I get 2 downvotes and since there is an upvoted answer I cant even delete the post. I just have to live with it :P

I agree with what you guys are saying. I don't like "homework" as a close reason (never have) but I expect users to do their research before posting.
I am all for closing questions for lack of effort. Except, of course, in those cases where the OP is a layman and simply lacks the knowledge necessary to do any research.
For example, it would be very hard to look up exon silencing if you didn't know its name.
 
should laymen also not do their work before asking. SE is not really for educating layman. It is mostly for helping people who are venturing into a field or discussing problems between professionals

@WYSIWYG Of course they should. It's just that researching certain things requires a minimal level of knowledge. If only to point people in the right direction.
