Yes to both. Well, I do some contract for for a few local startups.

what type of things do you consult on

I'm a grunt - I do web design, a bit of Linux server admin, stuff of that nature.

do you find onstartups useful and of a pretty good quality usually?

Yes - I keep in touch mostly through the weekly questions RSS feed - don't have enough time to keep up with the entire site. :)

A lot of people seem to think that it's a place to get free legal advice though, which I'm not so sure about, but it's good stuff. :)

I suspect that a fair amount of new users ask legal or evaluate my idea type questions

And from their point of view, they have good reasons to ask that - 1, they don't have the $ to hire a lawyer, and 2, they've probably read a lot about staying out of "stealth mode".

Fair points. Free legal advice is, well, free. The standards of the community just aren't clear I guess.

If someone walks into a dirty parking garage, they are more likely to litter compared to a clean garage- same here.

I haven't really been thinking along those lines, and I don't have anything to really add.

I'll post on meta about this, but you might want to clarify the FAQ to address legal questions.
