I would like to ask a high quality question, but my question currently needs polish before posting it. Can someone please help me better frame my question? I want to connect my own server directly to the internet to host apps instead of leasing servers from a hosting provider. How do I evaluate the reliability of a cable provider like Comcast Business compared to a T1 line provider?

I know the question is too vague an editorial in its current form. This is why I am asking for advice in framing it to better fit this site.

The T1 people tell me that Comcast Business is not reliable enough to host apps, and that a T1 is the only way to get guaranteed 99.99% uptime. But the T1 is only 1.54 mbps for US$200+ per month, while Comcast Business is A LOT MORE bandwidth for less money. .... This kind of question is too vendor-specific for this site ... But people here know the answer and it is hard to find concise and clear analysis on the web ... How do I frame a site-appropriate question to frame my research?
