I don't know if it's just the browser I'm using.. but the source code is in serious need of linebreaks. It's almost unreadable.
Anyway, the issue is probably because you have the menu in a list <li> which means that it will appear as a list in that <div> until the CSS kicks in. On a fast browser/connection it may be unnoticed to a developer.
@user2162942 Mind you, I have very little experience with web dev.
 
The source code is just minified to be like that.
I tried hard coding the css into the HTML, but it didn't work either.
 
maybe just <div> each menu item instead of using them in a list?

unbelievable.. I go to fix somebody's computer, it's slow. I remove some programs, it speeds up. It's XP. I restart it, and I get a hal.dll error I cannot image it because it says MFT is corrupt
