@Bob We used bcrypt in the application, which imposes a max length on the input. I could have just cut off the user-supplied input, but I didn't want to give the user a false impression of security when he provides a longer password.

You could try posting on Meta Stack Overflow about it, I guess, since your situation isn't exactly easy to recover from
but don't go in expecting someone to clear your ban for you
at this point, you're more asking for advice on how you can clear the ban, start with a clean slate (and maybe figure out just how many deleted questions you have hanging over your head; a mod on SO should be able to see)
