@Sathya Could've sworn that I saw an audit message somewhere that some room had been protected from freezing. I think that there are only two possible explanations: either that ability does exist but can only be used by devs, or someone posted/edited a fake message.
@CanadianLuke This is why we need a "testing playground" for testing API-based apps and for testing site functionality to answer meta questions (to avoid disruptions on the main site)
Are they automatically appointed room owners? The only explicit room owner, Marc Gravell, is never in this room so I can see why the system would auto-appoint room owners
@damryfbnetsi in future if you see obvious spam please do not edit it, just flag it and move on. It makes it harder to evaluate and the only person you are helping is the spammer.
Please don't radically change the meaning of posts, even if it's spam or otherwise rude. Leaving the original post intact will ensure the community handles it appropriately. I just saw a post with "Content not appropriate for SU" and was very confused.
An established user had edited a blatant spam post, replacing it with the following content (the content is now deleted and is visible to 10k users and moderators only):

@Kamil You have to ping someone. Like this: @CanadianLuke or @Sathya
@Kamil Seems like you have posted too many bad questions, and thus you are being prevented from asking more. Your only hope then is to improve your existing ones, make good edits, post good answers, or otherwise participate positively in the site. Remember that the ban algorithm tends to take deleted posts into account as well (sometimes more than not-deleted posts), so only deleting your previous bad posts won't get you out of a ban.
@JourneymanGeek I noticed you made an edit to this question, but removed it during the grace period. What happened?
