@ChrisCudmore I don't know what code they are referencing.
I also think they might be confusing the grounded "neutral" bar with the grounding bar.
CEC 10-208 "Where two or more buildings are supplied from a single service:
a) The grounded circuit conductor at each building shall be connected to a grounding electrode and boded to the non current carrying parts of electrical equipment"

I can't find the actual code, so I have no idea what else it says.
Don't know what exceptions, or other articles apply.
From what I can find, it appears that they require the grounded "neural" conductor of the feeder to be bonded to the grounding electrode in the second structure, if the building was supplied by a 3 wire feeder ("hot", "hot", "neutral"). However, if the building is supplied with a 4 wire feeder (and does not contain livestock), the "neutral" should not be bonded.
Seems similar to NEC, except that NEC now requires a 4 wire feeder.
