The problem is basically a society that can't make up its mind about whether it's the default unique(*) identifier or a secret piece of personal info.
 
The "unique" number assigned to me as a self-employed business is--because I'm self-employed--my SSN.

Which means I'm giving my SSN to everyone who I want to pay me for work I do.

@JonathanHobbs Yeah, like that. They're a major factor in why identity theft is a big problem there. They're being small, personal problems all the time. One of these days, something will come along that makes the security problem they present one giant explosion.
 
They have a policy of giving you a new one if it's gone (too) public.

I've also read that SSNs have no in-built verification. Here, if you operate as a business, you get an 11-digit Australian Business Number. The last digit is a check digit based on the other digits, and it lets you immediately verify whether someone gave you an authentic ABN or just wrote down 11 random digits. SSNs don't have that, so you can just write down a bunch of random digits.

Stumbling upon a valid number that you can't map to a name isn't a problem, though.
I mean, if you know how those ABN checksums work, you can come up with a fake one.
 
Here in Canada we have something similar (funnily enough called a SIN), but there's less complication with it because there are laws about what purpose they can be used for. There's no spreading them around in databases as security checks, and the like.
 
Or just lift a fake one you know from somewhere.

So, in the US: HIPAA works. It really does work. Certain kinds of medical information is closely protected. But no one has made a move to do that comprehensively with other kinds of records.

(Plus I come from Australia, where the commercial world is fairly strongly regulated and the federal and state governments are large and influential, and it's been for the betterment of all of us compared to what I've seen from the US's lack of regulation.)

There's not a huge amount of roleplaying in Australia. We are more beer and sports focused. Also, getting drunk.
That said, I think our roleplaying conventions compare pretty favourably to the others i've been to/seen in other countries. The quality of the games was higher, it was just roleplaying not everyfandom (tm), and it wasn't all crammed into some huge hired space that was loud, bright, and impossible to play in. Plus there's usually a lot of systems and interesting ideas on offer.

We have big everyfandom conventions here too, there's one that's gotten huge suddenly here in sydney whose name I always forget. People dress up in costumes for it is the main thing. But the roleplaying ones are separate, which I personally enjoy terribly.

@JackLesnie I live on an island with 160k souls and a single gaming store run by a guy who doesn't know anything about gaming except what sells. The majority of the tabletop community is transient (people who work with the military and move every two-four years).

And the members of the RPG community here have very little contact with each other--or interest in contact with each other--not least because of edition wars; I've yet to meet someone in another group who runs a system other than some version of D&D.
The only nerdy convention currently extant is a very very tiny anime con run erratically by university students when the anime club has enough momentum to do it.
Even if the situation were more amenable, I'm in no position to put in the time and effort needed to organise such a thing.

well, if you can afford it, you could go on a holiday to a convention.
People do that fairly often, there's whole 'hotel room share' services and stuff.

@JackLesnie I really don't know about any strict roleplaying conventions. We have a steampunk convention, and a medieval convention, and roleplaying happens in those, but I don't know of any that's like... strictly dedicated to RPGs and LARPs and stuff.

Apparently there is a Unicon which was running in 2010 and currently is advertising the event for 2013 on their site.

but the most common and findable group is typically dungeoncrawling grognards.
Which I think is why a lot of people who like narrative and stuff get turned off roleplaying in general.
 
Because with online publishing and resources, you don't need local infrastructure, including finding players--they can find a system that works for a group of whatever size they already have, get it as a pdf, and play it themselves.
My current group is myself and one friend.
(And you don't need someone to teach you--most of the "old guard" of D&Ders are self-taught, with fewer references and resources than are available now online.)
 
@JackLesnie if that's all you need, you don't need conventions. Try Meetup - there's a D&D meetup I went to a few times north of the city. The players there were mainly players of BD&D through to AD&D 2e, but I still had plenty of fun.
If they're near a University, there's also probably a club there of people in their early 20s playing D&D 3.5e or 4e or Fate or something.

so your power would be "Dex/highest stat vs Fort (apply a bonus to the attack roll equal to the weapon's enhancement bonus)"
I'd drop the implement keyword unless the user is going to be proficient in the mace as an implement

why anyone who used a melee weapon would want to make RBAs is beyond me
 
if it's a staff, I'd make the text:
Power (Encounter ♦ Arcane, Implement, Necrotic): Standard Action.
Target: 1 enemy Range: 5
Attack: Stat vs Fort
Hit: 2d6 + Stat necrotic damage and ongoing Stat necrotic damage (save ends).
Special: this can be used as a Ranged Basic Attck

I don't think moring stars make a good implement for anyone, yet one of the powers has the implement keyword

I guess it's what the item in the original adventure looked like, and the homebrewer turning it into a plot artifact didn't want to change that

yeah
make it a staff
then you can have the staff expertise feat apply and just make them ranged attacks, not RBAs

It's been linked to the WotC forums by its author and it has not been blasted into oblivion so I suppose linking it here is harmless, despite my aforementioned preoccupations
So it's a staff now. Damage dropped from 1d10 to 1d8
