@Aerovistae: Ahah the phrasing from your question is tricky :-)
You should understand “tous comme ceux des pays voisins que sont le Mali et le Niger” as “as well as that of (the neighboring countries which are the Mali and the Niger)”.
The phrasing “the <adjective> things which are bla, bla and bla” is idiomatic in French. In English you would use “the <adjective> things, namely bla, bla and bla”.

@cl-r Disons que j'ai une certaine expérience (et j'ajoute une expérience certaine, histoire de faire réfléchir ceux qui comme @Aerovistae se posent beaucoup de questions sur le français) de déceler les erreurs non seulement chez ceux qui apprennent mais aussi dans les livres de cours qui ne sont pas toujours très clairs.

@Aerovistae The tricky bit is the difference between une certaine expérience (some experience) and une expérience certaine (considerable/real experience): the meaning of the adjective is different whether before of after the noun. I wrote that *histoire de faire réfléchir" so that people who like asking questions about the the French language, like Aerovistae, can ponder about it.

il nous faut 167 votes sur les questions proposées d'ici deux mois, sinon la proposition sera fermée
je crais que ça ne passe pas
N.B. c'est moi qui ai relancé la proposition (il y en avait une autre avant qui a aussi échoué faute de participants), donc si elle marche ça me fait des points sur Area 51, ce qui est encore plus inutile que des points sur French.SE
M'enfin, pub s'il y a des programmeurs qui traînent pas là et qui n'étaient pas au courant
