@CowperKettle I'm in California. The incidence of tattoos among young(ish) people went way up in the last few years. I wonder if it's purely cultural, or tattoos became chaper, or?..

It's easy to fake a tattoo for photos.

Local news today. A 32 yo man from a local village was sentenced to 18 years last year for murder of two persons, but got into the Special Operation and got a home stay after being wounded in battle. Another 32 yo local invited him for a couple of drinks, and then said something wrong, and the convalescing warrior stabbed him, and then split his head with a splitting maul.
Now he's under a pre-trial arrest, but he has already informed the newspaper that he "is not planning on going to prison" and would go to the Special Operation again instead.

Now that we have revised reasons to close questions and many fewer questions to deal with, how about reducing the daily limit on reviews, especially votes to close? This would give others an opportunity to acquire skills in this area and earn such points and badges as may be available. I think two a day, max three, would be good.
@Xanne You could propose that in a new ELU.meta post. I would not be surprised if SE's Community Management team came back with something of an "X/Y Problem" challenge and asked whether this would really be a good way to achieve the underlying issue you're trying to address.

I agree with this. Currently all the current limit does is offer people the chance to earn housekeeping badges by voting to close questions upon only the most cursory of inspections.
