Not having followed the upper discussion regarding this topic if it was talked about before I would like to question why @XanderHenderson and @quid are we allowed to flag new user who are continously breaking EoQS
As per this answer this claims that mods have asked not to flag new users for breaking EoQS. Why so @XanderHenderson and @quid ? Why EoQS only for high rep user and not for user with rep 50-20000? I have seen 5-6 users in this rep range who are perfect breakers of EoQS? Shouldn't they be banned too?
It is similar to saying only rich with >10 million salary only have to pay tax and not others which is totally unfair. Shouldn't either everybody be restricted or nobody be restricted? Why only high rep user to suffer?

@JitendraSingh There are a number of things in your comment which need clearing up, I think.
1) EoQS is a procedure, not a policy. It is about how we are trying to police quality on this site. The observation has been that there are a small number of very prolific users who post a lot of answers to low quality questions. The goal of the new procedure is to change the behaviour of this small group of users. In that sense, yes, EoQS is only for high XP users.
2) As EoQS is a procedure, it cannot be "violated" or "broken". The procedure is meant to deal with violations of the quality standards, as articulated in various posts on meta (the "How to ask a good question" thread being primary among those). Every user is expected to adhere to the quality guidelines.
3) While new users are expected to adhere to the quality guidelines, please recognize that (a) we ought to be welcoming to new users and (b) it can take time for new users to adjust to the idea that there are quality standards. We don't want to be immediately jumping down their throats with heavy handed moderator messages.
4) Finally, no one is "being banned" for "breaking the EoQS" (again, it can't be broken, it is a procedure, not a policy). We will temporarily suspend the accounts of users who demonstrate a consistent and long-term pattern of posting low-quality content (which includes answering low-quality questions), but we would prefer to convince those users to change their behaviour without resorting to suspensions.

@XanderHenderson Have this weird issue involving this and this. To be quite frank, it has come to the point where I don't feel comfortable conversing with them, as it feels kinda like harassment or something, but I don't want to cause a scene.
Personally it would suffice for me if someone gave them a polite pointer to what I said in the second link about what they should do and a warning not to be so... I don't even know how to describe it, but hopefully you get the idea. And also some deletions might be appropriate. I don't think that conversation belongs in that chatroom.
The way they popped into the chatroom so quickly after I had is kind of like being a stalker I guess.
