The 2% one we have now is all a landlord should ever need to raise rent by in90% of situations. For others (i.e. unusual increase in costs, like water) you just need a system where landlords can apply for a higher increase.
and also yes McNeil, rent control doesn't solve the problem of lack of afforadbale housing. but you can't just have people living in the street mid winter until housing gets built, because "herp derp rent control doesn't work!"
