After considering words associated with revolts, spies, and the military for a bit, maybe start off with a bit simpler. "shape" should clue CELL, LINE, WAVE?, and SQUARE. Might hit a yellow HOOK. Worth a shot.

It makes it really hard to formulate clues if you know that your team member(s) are going to be guessing words for reasons that have nothing to do with what you've clued.
