I'm having trouble reinstalling miktex
Something to do with installing for this user only or all users in windows

first install was for 'this user only', and it's the only install that succeeds so I'm keeping that. Although I'm still stacked with this error ! LaTeX Error: File `l3regex.sty' not found.

@alfred look in the log-file to identify the package that tries to load l3regex (which really no longer exists).
 
i guess it's ("C:\Users\user\AppData\Local\Programs\MiKTeX 2.9\tex/latex/microtype\microtype
.cfg")) (moderncvcollection.sty) (moderncvcompatibility.sty)

@UlrikeFischer About the "large font" change for luaotfload: Does this actually make the generation faster on your system? The code should not change anything beside for adding some overhead when used with CID-based fonts like "Noto Sans CJK SC".
 
@MarcelKrüger I didn't try yet (currently trying to debug something in tagpdf). I only saw the code in the answer and added an issue to not forget the question.

@marmot concerning to your last update I am aware that you have made a big effort to reproduce what I want. I would like to know if the source code is much more complex if it is possible to vertically center the subjects that are not elective. For example, in Level 1 of your answer they are aligned at the top, not the center. This happens with the rest of subjects

The subjects are vertically centered. Only the headers are not. Currently
headers are at the top of the filled rectangles
the non-elective subjects are vertically centered
and the elective subjects are bottom-aligned
in such a way that no space is wasted.
