Part of that is because as a mod you kinda need to know a lot of that stuff
 
The only thing preventing me from becoming a mod at this time is my attitude.
...and the fact that my most interesting site is Meta Stack Exchange, which has no community mods, you need to be an employee to moderate it.
As well as the fact that I "defected" from most experienced Meta users and sided with the inclusion project's kickstarter, which means that even if I had a great attitude and MSE had mod elections, I wouldn't have gotten elected.

3-4 people in chat don't amount to a hill of beans in an election, @gparyani. Most of the time, elections are won based on Mod score and determined by hundreds of voters who don't even read mod questionnaires. I'm also highly doubtful that they'd ever run an election on MSE. I'm guessing (if they ever went that direction) any non-staff mods there would be appointed.

Journeyman GeekI'd like to be able to keep track of a post that interests me, while not actually posting (since I have the same question, and nothing useful to actually add.) You basically have two interlinked frameworks of law
There's statutes - akin to european civil law
but also case law
case law can never overrule statutes, but gives us a framework to interpret the rules as written
 
tl;dr stuff's complicated - consult your local meta person

So, stuff like the TOS, and more formal "handed from above" stuff isn't decided directly by the community
but often stuff like scope can change slightly over time based on the community's sentiment
 
SE has an additional layer of added complexity in that only case law actually accepted and known by the masses is actually enforced.

and a healthy site might have a mod going "hey, yanno, that might not be right" in private

@Magisch Actually, there are some ways to handle a cactus (I had to learn at the garden center, because often people wanted their cacti in specific pots). One of them is to wear gloves, but some species have their needles in such a way that you can handle them bare-handed (granted, those were often the bigger ones with enough room between needles to put your fingers in between...)

There's some confusing language there, and the tool they're using makes things even less transparant.
