I did it many times as the MSE anonymous editor to get past the several false-positive IP blocks. (Anonymous edits are filtered, and if the contents of an edit trip the filter, it insta-bans the IP for a week).

We do get borderline "spam" posts deleted and sometimes I do click "not a spammer" and leave the account active. As for workflow I check the report twice a day.
