If you have the proprietary NVIDIA driver installed and you get the following error when executing the build target above:

    /usr/bin/ld: cannot find -lGL
    collect2: ld returned 1 exit status
    scons: *** [build/release/radiant/radiant.bin] Error 1
    scons: building terminated because of errors.

then you should install one of the nvidia-glx-dev* packages as mentioned above in Step A, then try to execute the main build target to compile GtkRadiant again.

Oh, so its not a upgrade, its a almost new computer. Yeah, a reinstall might be best.
but i recommend having a backup, then doing your upgrades, and if it works, no need for a reinstall and you saved time setting things back up correctly - if it doesn't, you just spent 20 minutes max booting your system and watching it die on you. ;p

TheX is right, graphics card might be a problem, but thankfully ubuntu ships with all the open source drivers, so if you remove any proprietary ones beforehand, you should be fine. (not always an option for some, but still)
