I see the first post as very fitting, if a bit harsh. If it actually is a close vote on a reopened post by the same person however - which moderator tools would show him - it's a very accurate description of such a behavior.

@Helmar I don't think moderator tools let you see the identity of close-voters (although I might be wrong about that). In any case, it's not possible in general to vote twice to close or open a given question. You can re-cast an aged close vote, but I don't think you can re-cast one that was successful.
For example, if I try to vote to close this question, I get a message saying "You have already voted to close this question."

And if they did, I think it would be extremely inappropriate to disclose that information in a public comment, or to criticize the user for the way they voted. (Close votes are not as private as other types of votes, but the identity of close-voters is presumably concealed before closure for a reason.)

@sumelic Mods can see who voted to close (just like you can, if the question ends up closed). We can't see who up- or downvoted a post though.
 
@terdon Yes, everyone can see that information if the question is successfully closed. But Helmar was wondering if a moderator could tell which person cast a single close vote on a not-yet-closed question.
@terdon Oh, are you saying that is the case? I'm confused about if the qualifying statement in the parentheses "if the question ends up closed" is only supposed to apply to normal users, or if you meant that restriction applies to mods as well.
 
@sumelic Yes. Mods can see the names of close voters before the question is closed. That isn't privileged information since everyone else can also see it once the question has been put on hold.
We can't see who voted for whom, but we can see who voted to close.

Also, @JasperLoy, why are you combining the two issues here? A mod being rude and aggressive towards a user is a very serious problem. A mod who hasn't logged in for a while is both not a problem and in no way related to the other.

@Matsmath answers posted as comments are fair game. Yes, the polite thing to do is give credit to the comment but that's not actually required. Answers posted as comments are bad for the site since they can't be voted on or accepted, so the general consensus is that "stealing" them is fine.
That might teach the person who left the comment to post answers instead.
 
Also there's at least one mod who has been ruthlessly deleting comments that are answers.
