Here is what I have:
> I believe that chat is an important part of an SE community and that it is important part to have an active chat. However, over here, many members agree that this chat is very "dead" instead. I want to improve this chat and make it much more active. And I want your ideas! How to you think we can improve our chat?
> As a motivation, I do think SE chat can be an important weapon for a SE community. Many times, this is where people can discuss other questions, talk about closing and reopening questions, etc. One example is Chem.SE's TRE, which is an amazing event that I have participated myself, where chat is used as a way to communicate about retagging and editing other questions. This is why I feel that we need to make our chat more active. Otherwise, we cannot harvest the powers of chat! ;)

@TanMath I believe you should un-believe that. If you start it like this you have to prove to someone that "chat is an important part of an SE community".

@TanMath I want your ideas! You shouldn't demand ideas. Say instead: "Should we improve chat, and if so how do we do this?"
@TanMath Also, you should leave your question to the end and first write up what you're trying to say.
@TanMath This is a nice example, but you should bring it up to prove the usefulness of chat, by saying: "I have seen how chats can be beneficial to the site's quality and content. I do think SE chat can be . . . "
Also, as another example, say how nicer it would be if people readily used chat instead of the comments for longer comment threads where lots of clarification is needed.

Start by explaining: "Chat is a free medium for free conversation, and since we want a detailed library of content, we can't allow chatty comments and the SE spirit fights against those. However, humans are social creatures and they need social casual conversation. Moderation of comments would be relatively easier if we used chat for . . . chatty purposes."

Chat can be a good place to give and get feedback from others. There are other events like Chemistry's TRE and ELL's TCE that use chat to improve questions on the main site.
