I am a bit confused by the above comment. Isn't this true independently of whether the tags and exist? (Of course, if there was no (differential) tag, it would be created when somebody entered "differential geometry" into the tag field.)
Now I have looked at privileges and I see that users can create tags only if they have at least 1k rep. Now that makes more sense.
(I thought that the threshold is much lower.)
