@Marguax It might not at the moment be serving any purpose, but it is the hope that eventually, more people will start using chat, and it does not hurt to have the room be ready for then.

MO chat is not used that much so far. You have seen yourself that the main MSE chatroom is very lively. So if you ask a question there, it can be buried among chitchat and other discussions.
Posting it in a specialized chatroom is kind of a compromise.
More people attend main chatroom - so if you post there, more people will see it for a very short period.
Posting in a specialized chatroom means that it will be visible longer. But only for the people who visit that chatroom.
Some of the rooms specialized for one subject used to be quite lively and they withered later.
For example commutative algebra.
If you check the first few months of that room, you will see, that there were some posts every day.
That was one of the reasons I thought that the room was worth keeping alive. (And I tried to do so.)
I thought that it is quite probable that in the next academic year new students would be interested in commutative algebra and the room could be populated again.
Of course, the room still exists and it can be theoretically reused.
But as it is frozen, it is not shown among the rooms on the site (so probably not many users know about it). And only mods can "unfreeze" it.
I agree with the argument that the situation is different here at MO. (At least at this moment.)
But since Tobias started the room, I wanted to help the room to have fighting chance. If it exists for longer time, the probability that some people start using it will increase.
(Of course, it will increase even more if someone comes with some interesting topics to discuss here.)
But I can certainly refrain from doing this, should it be upsetting to the good folks of MO.
(I was trying to be useful and I thought that this is reasonable thing to do.)

I dunno. The way I got the homotopy theory room going was by getting my friends to show up. And being there all the time.
And talking with my friends.
If you want this room to blossom, you need to be here a lot, and to talk to people a lot. If you are not interested in talking about math, then how can you expect anyone else to be?
