@terdon also relevant to this conversation is that the US does not have a "ledger" of its citizens. Various administrative bodies (most notably the Social Security Administration) have lists of people which in practice may contain virtually all citizens, but citizenship in the US is a matter of the facts of the circumstances of your birth, naturalization, etc., not a matter of your presence on any sort of list of citizens -- because there is no such list of citizens.
