I know that's what they originally were. Cycling clothiers borrowed the term.

The only time I really get cold is if I do a long climb in cold weather that gets me sweating, then turn around and tear ass down the hill. Then I can get really cold.

@CowperKettle This doesn't say anything at all to me beyond whether a state has a constitution or not. Most every constitution has a legal system behind it, and the cutoff between the primary text and the running detailed commentary of the legal system interpreting it and putting it into practice is pretty arbitrary.
