There are innuendos in that video. For instance, the guy playing on the string instrument while bombs are falling on buildings. Russia helped Assad bomb Syrian cities, and after that Putin's dear friend, Roldugin, a cello player, flied to Syria to play there.

Roldugin is one of Vladimir Putin's "cash boxes". He "earned" 2 billion dollars - meaning, he is keeping the money that Putin has stolen from Russians.

@marcellothearcane Surely there's multiple answers already on ELU. But, in short, it's complicated.

It's a transformatin of "We're going to be sending it to him."

So:
1- It used to be "to whom we're we're going to be sending it'
2- That sounds overly formal nowadays. The alternative is:"who we're going to be sending it to" for people who allow the stylistic choice of ending sentences in prepositions (i.e. -not- the New Yorker)

"to who" is considered an error by everybody but people sometimes say it (though it's still an error).
