Some inland areas, only once in 500 years.

Some smaller areas that are really outside the dikes, next to rivers, once in 250 years, but probably also even more frequent floods.

I don't think all dikes are entirely up to the standards, though; but most will be.

The white areas are either to high to need protection, or they're just allowed to be flooded.

Mainly the former.

Here's the actual thing, Cerberus. It's a show where the protagonist slowly, very slowly turns into the antagonist. And you start questioning who you're rooting for and why. It's peculiar. One of a kind.
