Depends on how you say it.
 
I said "probably" . . . and that means I think people normally would use more words for emphasis.
Most of the time "a little bit angry" would mean more emphasis.
YMMV.

All else being equal, I think more words usually equates to more emphasis. For a word like "little" it would be about understatement.
