@Jez There are two types of locking, AFAIK. Locking a phone to an OS (see iPhone) and locking a phone to a provider's network. The former is done by the manufacturer, and hacking it voids the warranty. The latter is done by the network and can be undone, but this sometimes voids the warranty of the phone.

unlocking from the network will certainly be against any contract you have (for the duration of the contract)
